
According to a report by Anadolu Agency on Friday, May 25, 2026, Iranian Foreign Minister Abbas Araqchi and Parliament Speaker Mohammad Bagher Ghalibaf arrived in Doha for talks aimed at finalising a memorandum of understanding through mediation efforts led by Qatar.
The high-level visit comes as diplomatic engagements between Tehran and regional partners continue to expand amid wider discussions on economic cooperation and financial arrangements. Officials from both countries are expected to focus on several unresolved issues linked to bilateral relations and regional coordination.
One of the central matters in the negotiations involves Iranian funds frozen within Qatar’s banking system. According to reports by the Financial Times, the assets are estimated at approximately 11 billion dollars. The funds have remained a sensitive subject in discussions involving Iran and international financial institutions.
Sources familiar with the negotiations said the memorandum under discussion could outline mechanisms for financial cooperation and the possible management or release of the blocked assets. However, neither Iranian nor Qatari officials have publicly disclosed details of the proposed agreement.
The diplomatic meetings in Doha are also taking place as regional actors intensify mediation efforts connected to broader geopolitical tensions and economic concerns affecting the Middle East. Qatar has increasingly positioned itself as a mediator in regional disputes and negotiations involving Iran and Western governments.
Iranian authorities have repeatedly called for access to overseas assets restricted under international sanctions and financial controls. The discussions in Doha are expected to continue over the coming days as both sides work toward finalising the proposed framework.
No official statement has yet confirmed whether a final agreement has been reached between the parties involved.
