According to Arise TV, Nigeria’s Minister of Defence, Christopher Musa, has warned that civilians who aid terrorist logistics risk being classified as legitimate military targets, as the armed forces intensify efforts to protect personnel in active combat zones.
Speaking during an interview on the station, the retired general highlighted the difficult balance soldiers must maintain between eliminating threats and avoiding civilian casualties. He explained that insurgent groups often exploit this restraint by embedding their operations within civilian areas, including sensitive locations that are ordinarily protected under the rules of war.
“Part of the reason this crisis has continued is because we try to avoid collateral damage, except where it is absolutely unavoidable. You have seen the wars that are ongoing in some cases, terrorists will build their headquarters, command centres, even underground hospitals, within civilian structures. Ideally, a hospital should not be hit. But we have seen it happen in wars that are currently ongoing. So when you make yourself a legitimate military target, you will be hit, because the soldier wants to survive too.”
Musa stressed that such realities complicate battlefield decisions, as troops are often forced to act swiftly under extreme pressure. He noted that hesitation in combat situations could cost a soldier their life, while insurgents frequently operate without fear of accountability or adherence to international norms.
The defence minister urged civilians to refrain from any form of support for terrorist groups, warning that such involvement could have grave consequences. He added that understanding the harsh conditions faced by troops is essential when evaluating military actions, reiterating that the armed forces remain committed to restoring peace while ensuring the safety of their personnel.
