
According to a report by The Times of Israel on Tuesday, June 9, 2026, Hamas and international mediators in Cairo have reportedly agreed on a draft proposal that links the group’s disarmament to a full withdrawal of Israeli forces from the Gaza Strip.
The report, carried by Saudi channel Al-Arabiya and citing an unnamed Palestinian official, said the draft framework envisions Hamas handing over its weapons in exchange for a complete Israeli military withdrawal from Gaza.
The proposal is said to be part of ongoing discussions aimed at advancing a broader ceasefire arrangement and moving toward the next phase of negotiations.
According to the official cited in the report, Hamas is maintaining a firm position that its weapons issue cannot be separated from the question of Israeli troop presence in the territory. “Hamas links the issue of the weapons to a full Israeli withdrawal from the Strip,” the source was quoted as saying.
The discussions in Cairo are part of continuing mediation efforts involving regional and international actors seeking to stabilize the situation in Gaza and build on previous ceasefire understandings.
Talks in recent days have focused on several unresolved issues, including security arrangements, governance, and the future of armed groups operating in the territory.
The report also suggested that key international stakeholders and Israeli representatives are unlikely to accept Hamas’s current conditions. It stated that both Israel and Nickolay Mladenov, who is described as the top Gaza envoy for US President Donald Trump’s Board of Peace, are expected to reject the proposal as it stands.
While the draft agreement reportedly reflects some progress in negotiations, significant gaps remain between the parties on core issues, particularly the status of Hamas’s military capabilities and the extent of Israeli withdrawal from Gaza.
In recent days, Hamas and mediators have continued intensive discussions in Cairo as part of efforts to advance toward a second phase of ceasefire-related arrangements.
These talks have included broader questions about long-term stability in Gaza and the mechanisms needed to enforce any potential agreement.
